The secret of Mara's Disciple (spoilers)
Ok so the nice old lady who prattles on about Mara (I forget her name) has evidence on her person and in her locked chest that show she's hiding something. It seems like it would make her indisputably the most evil resident... But I couldn't find any way to accuse her of anything bad or confront her.

Is there something I'm missing? Or is it just a dead-end plotline?

I think it's just a part of the character's background. Or possibly was supposed to be a part of the quest objective to find and report the person most likely to activate the Dwarve's Law to Mettelus. I hadn't been able to find anything to confront her with either.

I think one of the points of the Jarl's quest is finding out that just about everyone in the city had a reason to jump down that well ... gives more depth to the characters.
