I'm guessing you mean the rest of the armor?

The helmet is underground, you'll trip over it eventually. The boots are with the last person to go underground (do the Jarl's quest) The armor you'll have to find a way to take from the self appointed city guard. The gauntlets only require agility to recover from the abandoned palace ... but it took me quite a few tries. (Hope that helps, I didn't want to ruin it for you.)
