About the prisoner
Is there a way to save the prisoner AND stop the arbiter? or is it one or the other?

Pretty much one or the other, though if you stop the Arbiter, you'll end up 'saving' her anyway, since her husband will end up busting her out once the Law's been canceled.

I just freed the prisoner then some how the jarl died and I was teleported back to my own tiime.

I Found out after a little exploring after the end of the game, I just assumed they dissapeared as I couldnt find them turns out they left to go somewhere else

If you free her she kills the jarl in the bathroom before he can make the time portal.
