bug discovered (may contain spoilers)
after you kill the looters you get the quest to follow the Jarl to his Lakehouse. Everytime when that happens to Jarl goes into the water and starts swimming circles. This took too long so my only option was to kill him which immediately brings me back to the end where i speak to Altrius and escape the city.
