Try typing "mp_autoteambalance 0" in the console if it doesn't work. (Can you join ct on other maps?)

found a small possible glitch. As terrorist turn around and jump up onto the boxes. you can then jump out into a small area behind the fence. This area is technicaly out of the map.

You also do it on the oppisite side of the map, you jump on boxes then jump over the fence.
