Spawns have stopped

All of a sudden I am no longer seeing any spawns of anything, vanilla or EEM. Should I try uninstalling/reinstalling the mod?

PCU limit is probably maxed. Cleanup some NPC grids in the admin menu or turn it off in the advanced menu.

Disabled PCU limit a long time ago, it's not that. I reloaded with the mod disabled, and oddly enough I got an NPC ship FROM the mod spawn in, but just one. Reloaded wuith the mod again and still nothing new
