After making Civ angry they keep going back to neurtal
So on a server we keep attacking the Civ ships because we are kind of doing a pirate rp thing.

But it they keep making up with us and don't stay red/hostile for long. Even if we repeatedly declare war on them

Is there anyway to fix this? We kind of want everyone to be violet towards are faction.
