Stats
Maybe something like

+On hit, inflict "curse", which disables the user's ability to use magic spells for 20 seconds(would work best on halloween maps, basically)
+15% knockback(Slapped!)
-10% firing speed
-10% damage

Bit of a change idea:

Disables enemy primary on hit for 2 seconds
-40% damage

The problem with that being that passive primaries (i.e. Demo's booties and Base Jumper) would cause some issues. I guess their effects would just be disabled.

-Alt-fire applies a random effect to owner, after use must recharge for 30 seconds;
-Slap sound from the holy mackerel.

Possible positive effects:

(All) Crits for 8 seconds;
(All) Ubercharged for 8 seconds;
(Engineer) Unlimited metal for 5 seconds;
(Engineer) Upgrades all buidings to level 3;
(All) Unlimited ammo for 5 seconds;
(Medic) Ubercharge instantly ready;
(Sniper) Instant rifle charges for 5 seconds;
(Demo with shield) Unlimited forward charges for 5 seconds;

Possible negative effects:

(All) 75% more damage taken for 10 seconds;
(All) Can't do any damage for 5 seconds;
(All) No healing for 10 seconds;
(All) Ammo instantly depleted;
(Engineer) Buildings instantly destroyed;
(Engineer) Sapper applied to all buildings;
(Engineer) Metal instantly depleted;
(Medic) Ubercharge meter won't load for 10 seconds;
(Medic) Ubercharge meter instantly depleted;
