You can torch the entire prison without guards arresting you. It's a bit strange, even if a guard sees you lighting a few fires you can just run away and "end fight". The entire place burns down but they won't do anything to you. It also seems that once you are in a staff-only zone during a fight, and then you end it, they won't spot you as trespassing because you were already there (somehow).
