Practicitoner Style and paint.
With the Practictioner Style, is there anything that affects paint? Maybe the RED/BLU tie could be paintable (in case it isn't)?

This year's accepted items won't have restriction. Valve specified that on their Halloween blog-post.
This would look great on the Blightcaller, a medic freak who kills with a diseased touch who was made by Anaidonsoul.

One Question. i tried to download a Community skin once but dont know how to get it in the actual game. And is it really nessecary to have a programm what can open zip data on your PC? (sorry i know its the wrong section for this but it takes hours to get into discussions with 100+

A mod? If you're using Windows, there's already a extractor that comes with Windows itself, but I recommend using 7-zip, it's better all-around.

After you finish extracting, check its contents. If there's a .vpk, drop it on: "Steam\SteamApps\common\Team Fortress 2\tf\custom", if there's no custom folder, create one. If the mod comes with the folder "materials" or "models", drop it to "my custom files" folder inside \custom (create in case it doesn't exist).

Mods are released as models in general or items that haven't been accepted in-game yet. TF2's workshop is not mod-compatible*, it's only for contribute with in-game items, maps, effects, taunts and etc.. Some contributors release their mods on the http://mods.tf website, or other similar websites (Gamebanana, TF2's Emporium on Facepunch and so on). And in some submissions, the author may add a downloadable version of the item to use in-game, as a replacement to another item (Example: Plague Practitioner could replace the Heat of Winter, or any other item that includes in the pack as a replacement).

*Maps are downloadable like any other Workshop.

I agree i already have the mask and hat i have just been using The Heat of Winter. This will work much better
