Why do workshop creators keep doing this, knowing there are only 3 cosmetic slots?

Frankly if you can't fit your entire set in 3 items you should try making 2 items one.

For instance with this set.
Make the Hat and the Face paint 1 item, Make the Tunic and Boots one item, etc.
