I will tell you this and i have learned the hard way. Place your foundations first and then place steps where you would like them to be PRIOR to placing any walls for two reason. One if you place foundations you want to place steps first so you see that they work with the position of your foundations and also the most importent thing is sometimes you have steps where you want them and when you click the mouse to insert the steps they move and you have too demolish them and when you do if you have walls on the foundation all the walls will come down. This has happen to me so use that as a general rule, foundations, steps and then walls.
I have also found that if you stand on the foundations above where you want steps and move your mouse all over the place while you have your steps selected, you will see the steps move all over and snap to different places, when you see it snap where you want but it moves away just keep slowly moving mouse around and yo can zone in to where you want it to insert. It can be fustrating but it is do able.
