Sugestion
it should have a policy to abolish slavery, then you cant have more slaves and you slaves are turned or in military units or in population

There is Emancipation policy in the Freedom branch. When you adopt it, all your slaves disappear and you get GA and WLTKD in all cities. Then if you capture a slave from another civ, it's disbanded and your unit which has liberated it gets healed (freed slaves join your unit).
