The TAM bus roads will be available regardless of whether the user has the AD paid DLC or not; buses were always part of the base game and their AIs, assets, etc, are available to all users.
As for bicycles, I assume that will require AD paid DLC as the AIs, assets, etc. aren't available in the base game (contrast to buses and their AIs that have always been available in the base game).
For roads with both bus and bike lanes, that poses some challenges - the bus would likely have to cross over the bike lane, and the indented bus stops would probably turn green rather than red. So I think we'll need more time to ponder how to achieve a working solution, and even then it might require the paid DLC.
Note: We also plan on adding bicycles to the vehicle restrictions menu, the icons are done, but it will need some additional testing. Not sure whether that will be part of TAM v1 releae or have to wait until a later version.
While we were working on getting icons for the restrictions menu, we noticed this.... http://imgur.com/a/mlOK3
