If you ever watch the CW version of the Flash the Philosopher's Stone is used by a cult group leader and it can give anyone any powers the stone chooses. So it's a random pick

So pretty much you can give anyone powers but you can't choose what it is, and it only works on multiplayer. But if you wanna use it join our server!
