This Mod was last updated 19. Nov. 2017 thats the answere why you cant open it. The mod is broke.

Well you would be right if the mod wont even Load but it does load without errors so it still works. The only Thing is i cant open the menu ingame while others can

As far as I can tell, it works fine.
1. When you load in, it should start up.
2. Once it's done, hold shift and press F1. This will enable it (essentially enabling cheats but for the mod specially) and you should see a target command (I think it's givetome by default but idk) on your cursor.
3. Now that it's toggled on, hold shift and right click. The console should open.

If this doesn't then maybe your keyboard's F1 key is strange (doesn't count as F1), you didn't toggle acm using F1, or something else went wrong such as you not having permission to toggle it (look at how to use section in https://steamhost.cn/steamcommunity_com/workshop/filedetails/discussion/558079412/1647665620930993578/).
