Cant Start

Hi, i have this scenario and British Steel. When i select them in single player > Scenarios and press PLAY. Nothing happens,it won't load. All of the required items have green ticks. Also, if i try to host a server, neither of them are able to be selected on he Map screen. Can anyone help?
