That depends on how high your attack stat is set to for dinos and yourself. It's proven to be quite challenging and the health is rather high. Taming them is another trick in itself as you need to have at least some form of a higher tier tranq mod to be able to actually knock out the dragons. As for the puppets they actually make you sick if they shoot you. The puppet master is even harder to beat even with tamed dragon gods... so yes in a sense they're a challenge and might kill you in one shot.
