and all dragon gods that i found in the wild was level 1 too

I'm seeing the same here on my server as well.

This is a problem with the new fix, had to redo all the creatures so their stats dont drop after server restarts, but this means all old godlings and goddess will be bugged so please delete them and wipe wild spawns from the server using God Wiper item or "cheat destroywilddinos".
The new godlings spawned since the patch will be fine.
