Puppets are spawning at lvl 1000+

Can you please help me with lowering the levels on the Puppets? They are spawning in at 1000 and up. 1 shooting level 200 players with high health and armor. Thx.

Specifically the Ult on the puppetmaster. It one shot my 1mil health dragon, broke all my armor, and took my char from 1500 to 20 hp. The inventory from the dragon also disappeared - corpse finder couldn't even pull it up. Thank you for looking into it.
