developer active? this or admin bomb causing newbie difficulty ?

our dinos only spawned in lvl of 5s, and 150 as highest, after installing this mod and admin bomb we see silly spawns as level 3 and 22 etc...which should be impossible as it is 5 as lowest and then 10, then 15, then 20

both mods dont modify TestGameMode file. Only that thing can affect dino levels. And only the mod loaded in first priority placing can make your game use its TGM. I assume another mod of yours could be doing it.
