In order for anything to make it into the game officially, It has to be endorsed and accepted by some official team that works on TF2 (i.e Valve)

I would also have to imagine the content would need to be highly rated, decently explained, make sense logically, and be something that is of practical application.

All of that is only just to merely have a chance of being noticed by them.

Perhaps there is some way you can add workshop items that have yet to be accepted in game officially, and put them into a custom / modded public community server, but I have not seen anything like heavily modified / replaced sentry guns, dispensers, or teleporters in any of them as of now.
