Set populations per building change when I re-open game.
We can set family numbers for an individual asset using RICO. I have a very limited computer so cannot build cities with large populations. The game slows to a crawl. (And no, right now, buying a new computer is not possible.) To create a physically big city but with a small enough population to nor overwhelm my laptop with calculations I set low limits to population for each asset. So a building that could accommodate 26 families I set at 6, to keep overall population down. A large shop originally with 40 employees I set at 10.

But when I then re-enter the game the population jumps as the lower numbers are replaced. I had a city (really a town) with 6,000. When I opened the game it suddenly added another 7,000 people. Last night a city with 25,000 jumped to 36,000 when re-opened. Once a city crosses 30,000 the city effectively becomes unplayable for me. Even with all the mods to speed up opening a city over 30,000 takes up to an hour to open. One row of buildings that had a setting of 8-12 when I re-opened last night all jumped to 26 per building.

Is there a way to get it to leave set populations so they don't change every time I re-open the game? All the building are marked 'historic' and aren't supposed to be upgrading. I use maps I designed to minimise demands on my computer. If I could just get the populations to stop readjusting I could play an individual city for longer. Right now three re-openings of the game usually pushes the game beyond the playable point and I have to delete it and start again.

Thanks, BTW for this mod. It is one of the best mods in a game with many great mods. The modders in this game do incredible work and take a great base game to incredible heights.
