The reason why changing the Epic Level params gets reset on the server reset is unknown to me. Control over which variables are exposed in the INI is not available, AFAIK, through UDK blueprints (ark mods). I found no documentation on the UDK for that, except for how to do it through C++ (which can't be done for ark mods). I did spent some time over this, because I wanted to expose the difficulty multiplier in the INI, to allow everyone to set whatever max level they wanted (beyond the current which is the max sane value).
So if those params aren't working, I'm afraid there's not much I can do on my end. I'll try to investigate further on the weekend, but don't get your hopes up. =( Modding on ARK isn't as flexible as one would hope.
I've created the new mod, and actually, it's more flexible than I expected... It's visibility is friends only, but I have sent you a friend request so you can access it:

Please try it out, and let me work if it works as expected. Unfortunately I didn't have time except to do basic testing. As soon as you say it's okay, I'll make it public,
Would it be possible to add me, so that I can try testing your difficulty offset only mod please?
