- Rocket move slower than default rocket launcher (Opposite of direct hit)

Or
+ Alt-fire shots both rockets at same time. The force of 2 rockets shot at same time knocks back Soldier.
+ Rockets now stay on ground for 3 seconds before exploding

I would suggest that...
+100% knockback
+50% explosion radius
+25% damage done
+Alt-Fire shoots both rockets
-50% clip size
-25% projectile speed

Perhaps

+25% Explosion Radius.
+15% damage.
+10% Clip size.
-50% Reload Speed.
-25% Projectile Speed.
-10% Movement speed when equipped.

+Alt Fire: Launch entire chamber, but projectile speed starts at 50% and gradually increases the longer its in the air (up to 150% after 3 seconds)

Launch entire chamber, projectile speed depends on how long you hold down secondary fire. Holding down for too long will misfire.

Cons:

-50% Clip size
