As for NPCs I'd suggest making a VJ base one since they are made modified and doesn't take a lot of time creating one, well... Probably not for this one. :\

But on a serious note it would take... No it will take a long, long time to do only the skeleton so I believe everyone will understand that it is not easy.
Oh and yes if you replace the skeletons (+adding jiggle bone for the tale would be awesome), the models will gain all hl2 animations!
If you can figure out how to use proper animations, that could really work. It might be a little hard, but yeah.
