I looked at this mod and was really interested in dowloading it and playing. I followed all the instructions, subscribed to the maps too. Only when I tried to opt into beta it stopped downloading at 94%. The same issue had happened to my friend too. I looked around steam settings and figured out a solution myself. Follow these steps and it should be fixed and you should be ready to play this great mod.

1. Go to 'Steam' (usually allocated at the top left of the screen).
   
2. Then go to 'Settings' and find 'Downloads'.
   
3. You then should see your download city/state/region.
   
4. change to a nearby region for similar download speeds (any would do, even Somalia).
   
5. Restart steam.
   
6. Download the beta.
   
7. OPTIONAL: Switch back to your original download region. Enjoy.
