Sadly the author has stated he has no intention of bringing them back. This mod would be great with both gates as an option.
Also, I've gotta say, I think the Immortal, unpowered gates would be a great idea. Something I'd place very rarely just to keep people on their guard. :D Would make for some fun gameplay to end up stranded because the other gate has no power or even no DHD.
As for how to stop players building gates, that one I absolutely can show you how to do. :)
Add this line to your game.ini file on the server and players won't be able to learn the engram at all. They'll be able to interact with it and use it still but no crafting.

I also reccomend looking over this list. There are some other engrams that you might want to block too like DHDs. It's even possible to change the cost of ZPMs if you want them to be harder to make. Their default cost isn't that expensive as they're meant to be built alongside the gates themselves.
