For PVE purposes the gates work just fine the way they are.
As for power consumption - there is already a ZPM necessary to run a stargate. Wouldn't it be more to the canon to make the ZPM degradable based on stargate connections outgoing from each particular gate? Maybe 500 outbound calls per ZPM and if the ZPM is in the last 5% of it's capacity, it develops quirks (e.g. not connecting to the requested destination, but to another randomly chosen one)?
I really don't like the power cosumption idea based on weight - I watched all the shows and movies, and not even once was there mentioned "Oh, Jack, you put on weight, we have to put another naquadah-generator to make you passable through the gate". Power consumption was always based on distance and size of the event horizon, not on the matter passing through the gate.
1. Get some infos on ZPMs. -> Zero Point Modules... they provide Energy by drawing it from other Universes. 1 ZPMs Equals a complete Farm of todays Nuclear Reaktors. Powering them with just Gas would be... a joke! xD
2. Most power is consumed by opening/establishing the wormhole. after opening it IS stable. Until you close it. Or for a maximum of 38 minutes. It doesnt matter how much you send through (in terms of size or mass). if it fits into the horizon... it gets through. Thats just how Worholes (in the Series AND the real World) work.
So weight/mass based power consumption... now way to explain that. Power consumption/depletion of ZPMs (like Harl mentioned) <- i'll sign that. Would be a nice feature... for PvP AND PvE.
*caught* but would love to see a SG-1 Style Iris first! :D
Right now it's far far far away from that, my suggestion would put the (new) mod into a place where it can be used without much pain and balancing issues.

Based on the real Stargate story (the beginning not the endless expanded story) mankind used ELECTRICAL energy to power their stargate.
Same energy is used in ARK and generated by a generator which uses gas. More gas is more energy, it makes perfect sense :)
As much sense as anything does in ark.
A wormhole is a disruption of spacetime by virtual generated mass. Masses (weight) can destabilize it of course, for the sake of balance that's something we need.
I know in Stargate weight is not a topic, however they always go from one earth stargate to a alien powered stargate.
The earth stargate is powered by the alien one (also in the series, they had some problems that way) so let's just assume that the weight-problem is solved by the remote stargate generator powering the earth gate.
Now if we have TWO earth gates that's another topic, here we have higher power consumption for more weight:)
It's not that important to stay close to the movie, it's more important to get it balanced for PVP (the forked mod). And limitless weight means limitless abuse :)
If you want balanced PvP, grab Falcon 4.0 and join a 1o1 Dogfight... or every shoter that has a 1hit=kill mechanic.
Everything that offers different gear/upgrades etc is not, and never will be "balanced".

On Topic:
The problems you described can be solved with the options, the mod already offers.
here's what i did.
Create a second character... join your arc, create a tribe called "Ancients". build Gate Network with a handfull of Stargates in places that makes sense (e.g. one in the far north/west/east/south and Volcano). Maybe give tribes a single Gate for their Base (optional, i did not).
Then: HIDE the Engrams, so no one can build Gates.
Switch back to your normal Character... enjoy. Problem solved. :)
We do not have an ingame admin at all, it would still be utterly inbalanced and I did not say in any word to modify the existing mod.
I asked for a PVP variant/fork of the mod.
An idea for the Server Ops... what if you placed Public Stargates around the map. It harkens the question... do I build my base around a stargate? Near? Is it clear on the other side?
