I really like the idea.
But this would indeed be nice. A balaclava with two versions, one full hat + one eligible for being worn under helmets & such, would also be really good.
Sorry, I'm just imagining a stealth turban... with little gadgets and gizmos that just pop out from between the layers when they're needed...
Seriously though, Go for it. Personally I'm not particularly bothered with the idea of religious gear myself but I'd never say no to more stuff.

My personal opinion is that religion really doesn't fit into Xcom...at all. In any way.
But maybe that's just me. :p
Why not? It's literally a struggle between humanity clinging to its culture and identity versus alien overlords who are taking every measure to eradicate these things to make them easier to control. We can even see in the game itself that they've removed the concept of countries, shuffled people around to remove their sense of ethnic community, and replaced all religion with this new ADVENT focused one. Guerrilla soldiers rebelling against them are going to also rebel against these changes. The game already shows this in part by having your soldiers display their national flags on their backs, even though they're meaningless now. A proud Sikh man who was forced to reject his faith and take off his dastar is sure as hell going to put it back on in protest while he represents XCOM.
Well it's not like the game doesn't already push that theme. I just think it's weird being given, for example, female Iranian soldiers and then not having the option to give them a headscarf.
