Possible stats
Because this is called the finishing shot, I feel it's intended to finish off an oponent when you don't kill them imidiatly. Here are my stats...

. Mini-crits oponents with 2/3 health or less total health (weapons that increase health increase the margin at which it mini-crits)
. Weapon draw speed -20%

. Weapon holster speed +30%
. -50% damage against oponents with over 2/3 health
. +10% damage vunderability when active

+25% Damage when above 50% of your health
+20% Attack speed when above 50% of your health
-10% movement speed when above 50% of your health
-25% Damage when below 50% of your health
-20% Attack speed when below 50% of your health
+20% Movement speed when below 50% of your health
+10% Damage vulnerability on wearer
No random crits.

switch weapon holster and weapon deploy speed, if you're trying to finish someone off it'd make more sense to be able to quickly swap weapons and do it, but harder to switch back to the rifle, it'd also cause the 10% damage bonus effect to last longer. you need it again soon, as for the damage make it a below 50%/above 50% kinda thing and you'd have a pretty good weapon.

it should be a melee that you can throw with right click

+On hit target bleed for 3 seconds

-On hit user get marked for death for 1.5 seconds

+On kill Use gets a speed boost for 3 seconds

+ Has a Bleed Meter , charges on bleed damage and melee kills (100 damage will fill)

+bleed meter increase resistance by 10% and is immune to crits
and to does 20% extra damage

+ On kill while bleed meter speed boost increases to 4.5 seconds

- -50% lower health ( cannot be healed back)

+on hit 5 health is restored (10 hits will restore health)

30% damage penalty (decreases while blood meter) (100% will nullify the damage penal

-blocks healing while in use

I'd like to make its stats right in comparison to its weapon name:

Holding: Melee slot

+) Alt-fire: Throw a knife what will deal damage based on distance(minimum: 25HP; medium: 55HP; maximum: 105HP)
+) Higher swing speed by 40%
-) Damage Penalty by 45%
-) Then throwed and missed: Marked-For-Death till knife recharges

Recharges in 20 seconds.
