Report a translation problem
There are some logs in \Documents\My Games\XCOM2\XComGame\Logs, maybe they help?
The best way to get a mod list would be by using the Alternative Launcher, available here: https://www.reddit.com/r/xcom2mods/comments/4ak5cv/alternative_mod_launcher/
The alternative launcher also checks for some incompatibilities, which may provide some help in finding your problem.

Also, i don't believe that the Spotters themselves cause any troubles. They are completely self-contained in Better Advent and other mods don't change anything about them.
Whatever conflict of mods (or other problem) lead to your crash, i can't really tell. All i can do is point you towards the usual ways of dealing with any XCOM modding troubles, especially towards clearing out your ini files as described here: https://steamhost.cn/steamcommunity_com/workshop/filedetails/discussion/628891110/364041776188331284/
