A Comperhensive Balkan Suggestion
PreScriptum: I know the suggestion forum exists, but this is just so large and detailed (almost a 100 new provinces and over 7000 words !) that I have to post it in a separate post. Sorry ! :)
I just realised I have to split my post as I can't post it as one thread...

I read that you would be doing a Balkan update and since I love your mod I wanted to help you in the small way I can- since this is my home region and I am quite interested in it's history.
The Balkans are a very complex region, with many polities and provinces changing hands, however, it is quite poor, so the level of detail necessary to represent it fully isn't possible even in a mod such as Beyond Typus. I don't expect all provinces I will list here to be included, and my proposals are mostly based on Wikipedia and Schoolbooks, so you can probably find better sources, and I certainly don't profess to be an expert on some of the areas-I'm sure my Bulgaria could be better and with the exception of Fagaras I didn't even touch Transylvania, but I hope this would be helpful to the mod team. I've read that you eventually plan to double( or triple or more) all development and rebalance the costs, to better make difference between 1/1/1 small islands or Siberian wastelands, and 1/1/1 province in Anatolia or Europe, so keep in mind all these provinces when you want to represent Balkans even better. Keep in mind that I'm Serbian so despite my best efforts I am (slightly) biased in Serb favour. That, and many other things such as inaccuracies and propaganda on Wikipedia is why in many cases I offer different options on province culture, to let you decide which way you will go. Also, my drawing could be better.
So, onwards to the provinces:
Part I: Slovenia, Croatia, Serbia, Bosnia, Montenegro, Hungary, Banat

1. Pola/Istria: The Istrian province controlled by Venice for most of the timeline (ruled by Austria 1797-1806 and after 1813, Italy 1806-1809, France 1809-1813). It should be relatively rich, Catholic and culture could be either Venetian or a new Dalmatian * culture. Capital is Pola
* Dalmatian is a new culture on the eastern shores of Adriatic, representing higher class Italians mixing with local mostly Croat and in some cases Serb population. It's primary nation should be the new releasable Dalmatia tag. It would be nice to have events to switch coastal South Slavic cultures to Dalmatian when ruled by an Latin culture group nation, and to switch them back to Serbian or Croatian (or in Trieste, Slovene) when held by nations of that primary culture. It should be in South Slavic culture group, but you could make a case for putting it in Latin/Italian
2. Pazin/Istria
This province represents the part of Istria ruled by Austria for almost the entire timeline ( ruled by France during Illyrian Provinces 1809-1813). Catholic religion and Dalmatian culture (Croatian if you don't want to create a new culture). It should be much poorer than Pola, and maybe have hilly terrain. Capital is Mitterburg (Pazin).
Add a new Istria tag with cores on Pola, Pazin and Fiume (which I forgot to give a number, and should have it's culture changed to dalmatian), with Dalmatian culture

3. Trieste
Same province, could have Dalmatian instead of Venetian culture to represent Slovene/Italian mix. Add the Trieste tag as releasable. Ruled by Austria for almost the entire timeline (ruled by Venice 1508-1509, France 1809-1813)

4. Slovenian Littoral/Inner Carniola
An union of the above regions, representing the areas of Slovenia ruled by Italy between the World Wars, useful for roleplaying Italy. Also useful since it could be given to Gorizia before 1500, giving them more presence in the area and better representing their power. Capital is Postojna, and province name could be Kustenland or Innerkrain. Catholic religion and Slovene culture. Ruled by Austria for the rest of the timeline (ruled by France during Illyrian Provinces 1809-1813)

5. Oberkrain

7. Marburg, Cilli
Marburg is the old province, I realised too late I didn't create the province of Cilli for the Lords od Cilli. Ruled by the Cilli/Celje tag as Hungarian vassals before 1458. Both provinces are Slovene and Catholic. Ruled by Austria for the rest of the timeline.
8. Murakoz/Murvidek
One of the provinces I'm least sure about, representing today's Medjimurje and Prekmurje regions of Croatia and Slovenia. Ruled by Cilli before 1458, by Hungary after, and by Austria after 1527. Catholic, culture could be Slovene or Hungarian. Capital is Csaktornya(Cakovec).

Cilli should get a Burgundy like event transfering their Styrian lands to Austria and Croatian lands and Murakoz to Hungary, and removing their cores everywhere. The tag's primary culture should be Slovene (the primary tag of Slovene is still Carniola), but rulers should have a German culture (expect Katarina Brankovic 1456-1458, who should be Serbian and Orthodox)

12. Krizevci/Belovar
Represents the county of the same name. Capital can be either of those cities, or Korivnica, which was actualy the largest at the time, but Krizevci were a seat of an important event (The Bloody Sabor), and Bjelovar was certainly the capital near the end of timeline. Catholic and Croatian. Belongs to Military Frontier in later dates. Could also have Serbian culture(and Orthodox religion) in later dates, but less need for it than other MF provinces.

13. Sisak
The old capital of Croatia deserves it's own province, especially since it was important during the timeline too.Catholic and Croatian. Capital is obviously Sisak. Belongs to Military Frontier in later dates. Could also have Serbian culture(and Orthodox religion) in later dates.

14. Lika

15. Krk/Veglia
I wanted at least one province for Croatian islands, and Veglia was by far the best choice. It was ruled independantly by the Frankopan (Frangipani) family until 1480, when it fell to Venice. The province and the new tag should have Dalmatian culture and Catholic religion. Pag was also the last place real-life Dalmatian culture(which was less prevalent than the definition I propose) was preserved in late 19th century. Capital is Krk. Owned by France 1806-1813 and Austria 1797-1806 and after 1813.

16. Zadar

Named after the old Subic county. Capital could be Sibenik or Skradin. Added to further isolate Zadar and Split while owned by the Ottomans 1522-1683. Dalmatian and Catholic. Religion may change to orthodox in later start dates, but less likely then other such provinces(to represent Serbs moving to the Dalmatian coast)

18. Knin
Inland Dalmatian province. Capital is Knin,Catholic and Croatian(not Dalmatian, no Venetian infulence). Owned by Hungary/Croatia in 1444, to Ottomans in 1522 and to Venice in 1688. Austrian 1797-1809 and after 1813, French 1809-1813. Should be Orthodox and Serbian in later dates(Serb Krajina).

19. Split

20. Neretva
Southern Dalmatia, owned by Hum/Saint Sava in 1444. Venetian in 1452, to Ottomans in 1499 and to Venice in 1695. Austrian 1797-1809 and after 1813, French 1809-1813. Capital is Mokro (Makarska), and Klis during Ottomans. Serbian culture (part of lands settled by Serbs, part of Pagania state, not yet influenced by Venice), could also be Croatian but less likely and Catholic/Orthodox religion. Culture changed to Dalmatian after Venice takes it, and religion to Catholic if it wasn't before.

21. Ston/Peljesac
Second province for Ragusa, capital Ston, Serbian culture (bought from Serbia in 1321), religion Catholic(formerly Orthodox, but probably converted at that point). Culture would remain Serbian until later centuries, when Catholicism slowly assimilated them into Croatians (sometimes as late as 20th century)

The gist is, the city itself was more Croatian in character, with a few Serb noble families, while the hinterlands were settled by Serbs and only assimilated much later
22. Ragusa
Same province. Dalmatian and Catholic. Ragusa tag should also have Dalmatian culture.

Between 22, 52 and 53 I later created the province of Konavle for Hum/Saint Sava,parts of which were bough local Serb rulers in 1433 by Ragusa, should have Serbian culture and Orthodox religion.Ragusan cores representing thir purchase of Cavtat,Capital is Novi(Herceg_Novi). Owned by Ottomans 1482-1687, and Venice 1687-1797, Austria 1797-1809 and after 1813, France 1809-1813. This province is not that important and it is small, but it makes Hum stronger, gives them another port, and makes sure Ragusa doesn't border Venice before 1699

25. Baranya
New province covering the region of the same name. Capital is Pecs. Hungarian (there were some Croats in the area at this date, and it was Croatian before the coming of the Magyars, so a case could be made for having Croatian culture) and Catholic in 1444, but sees large migration of Serbs and Croats and after Ottoman conquest and gets Serbian culture (again, possibly Croatian) ( Religion may switch to Orthodox or stay Catholic to represent significant presence of Croatians and Hungarians) ~ 1800 becomes Hungarian or German, due to resettlement .Should be relatively developed. Site of the famous battle of Mohacs.

26. Valko/Vuka
I wanted to split Syrmia to allow for modern Serbo/Croat border, and the county of Vuka is large enough and different from the rest of Syrmia to allow it. Capital is Walko(Vukovar). Culture could be Hungarian (Valko always had a significant Hungarian population in comparison to surrounding areas), Serbian (representing kingdom of Syrmia and Serbian refugees) or Croatian (however Syrmia wasn't integrated into Croatia-Slavonia yet, so less likely)
27. Sirmie/Syrmia
The other province. Serbian culture and Orthodox religion. Capital is either Zemlin(Zemun), or Zentdemeter(Sremska Mitrovica), but Slankamen between 1527 and 1530, and Sremski Karlovci after the Great Serb Migration (famous for the peace of Karlowitz)

Both Syrmian counties were mostly a part of the Military Frontier.
Between 1526 and 1530 Syrmia should be an independent tag under Radoslav Celnik, as a vassal of Serbia in 1526-1527 (see later). It should be a revolter tag in 1444 based both on Celnik's later state and the earlier kingdom of Syrmia of Stefan Dragutin, with Cores on Valko, Syrmia,Podrinje, Usora, Belgrade and Macva.
28. Bacs
Capital should be Bacs, and Ratzenstadt(Novi Sad) in later dates. Should be Hungarian and Catholic in 1444, but switch to Serbian shortly after (could even be Serbian at the start, the Despotate had a lot of possessions here and many refugees went to them in 1430's).
29. Bodrogh
Covering the county of the same name. Since Bodrogh town was already in decline, capital should be either Zombor(Sombor),Baja or Zabatka(Subotica). Subotica should definitely be the capital during Jovan Nenad 1526-1527, and after Maria Theresia as Marien-Theresienstadt.
Bacs and Bodrogh should be the cores of a new revolter, Backa, which starts as Hungarian culture but switches to Serbian shortly after.

39. Remains of Temes province.Capital is Temesvar. Could have Romanian or Hungarian culture in 1444, but should have Serbian after the fall of Serbia(Timisoara was the cultural capital of Serbs for centuries). Could get German culture near the end, but Serbs were still dominant by the end of the timeline and Germans only overtook them in Vic2 time.

40.Kraso/Caras
Represents the county of the same name, capital is Rechycha(Resita). Romanian or Hungarian culture and Orthodox religion,some Serbs migrate here but not enough to flip the province culture, should be Romanian at the end of the timeline(Perhaps German due to resettlement). Provinces 37-41(and perhaps 36, Arad) should be cores of a new Revolter Banat tag. The Serb/Croat border I use in Bosnia and Dalmatia is based on Slavs settling in those lands. While Croatia under Tomislav briefly extended all the way to Drina river, most of the time the border was on Vrbas or Bosna. The polities of Pagania, Zachlumia, Travunia and Dioclea are considerd sub-tribes of Serbs by everyone except some extreme Croatian nationalists who claim "Red Croatia"(not that we are free of it either, the amount of Serbs thinking all Croatians are Catholic Serbs is horrifying)

Now, about Bosnia, I don't think Bosnian culture is quite needed in 1444, since Bosnian kings were mostly trying to get themselves recognised as Kings of either Serbia or Croatia, but if you wan it in the mod, ignore everything I write about culture and have all Bosnian provinces as Bosnian culture(Tropolje too, it's Croatian in the mod) except for 42(Pesenta) which is Croatian, and 50,51 and 52(Podrinje,Hum and Travunia) which are Serbian(stronger Serb influence). They would also later become Bosnian(as it's a geographic term). If you follow my advice, remove Bosnian from 1444(Bosnia tag would have Serbian culture), then you can introduce an emergent Bosniak culture to represent converts to Islam.
Note that Bosnia is WAY too complicated to properly represent, and so I went with geographical instead of religious borders. Bosnia should also have Gnostic as it's religion before the Ottoman conquest, and the faith should be present in a few of it's provinces(but leaving a few orthodox and Catholic ones to increase tension)(Personally, I'd prefer 45,48 and 49 to be Gnostic, with the rest being the other proposed religion, as those form the core of the Bosnian Kingdom). Gnosticism should be able to syncretise with other Christian religions.

My Serbian/Bulgarian split in FYROM is partly based on the original pre Balkan War agreement, with the addition that the area has recently spent more then a century under Serbian rule, and even more once local Ottoman vassals are counted. Bulgarians should still be happy, as they get more of Macedonia than in EU4 and BT 8.0.

Cilli - the Counts of Celje, start the game as vassals of Hungary and members of HRE. Should have a Burgundylike event to divide their lands between Austria and Hungary
Duchy of Sveti Sava (Hum) in south Bosnia
Zeta - replaces Montenegrin cores ( Montenegro used later to represent the theocracy)
Lovech- a Bulgarian OPM, represents the only city in Bulgaria not yet taken by the Ottomans

As for cultures:
In South Slavic I would add Dalmatian, representing Slavs mixing with Italians, remove Bosnian culture in 1444 and replace with a later appearing Bosniak, and maybe (new) Shope and Macedonian Slav/Vardar cultures in the Serb/Bulgarian border areas.
In the Greek group I'd add Romaioi/Rhomeian to represent the dying Byzantine culture( Greece new primary for Greek), Macedonian and Epiriote are added to represent Greeks mixing with Slavs and Albanians in those areas. You could also add Archipelago, Cretan and Cypriote to diversify those areas. Standard Greek should be called Hellene or Demotic in that case.
You could also split Romanian into Wallachian and Moldavian.
I mostly focused on adding new provinces to represent major cities and shifting borders, rather than add a bunch of pointless cultures and culture groups in a region where most people are related.

Some quite nice suggestions, but I got to be honest, Macedonian or Epirote make very little sense as seperate cultures in this era. I like the idea of the Arvanites though, whom did have a considerable presence and influence in Greece, but I think ultimately it's addition would depend on how detailed Greece ends up being.

Thanks ! I know about the Maniots ( and the nearby Tsakonians ) but Peloponnese was pretty crowded, and since Mani pennisula is very sparsly populated ( few thousand people at most, no major cities and castles etc. ), i gave the priority to Modon and Monemvasia

I know Macedonian and Epiriote may seem strange, but they aren't based on the ancient kingdoms but rather on the ethnical situation at the time. Slavs inhabited northern Greece since 7th century and remained until the Balkan Wars and population exchanges in 20th century, making up the majority in most rural areas north of Thessalonica. Epirus on the other hand spent the last century switching hands between Serbian and Italian royal houses, but both of them made use of Albanians and my impresion from what I read is that while there were Greeks on the coasts and in cities, and some Slavic tribes settled there, most of the sparsly populated areas were held by Albanian tribes.
So rather than making hard cuts in province cultures and risking some of them not being represented well, I made composite cultures, similiar to Dalmatian or to Pardox's own Transylvanian. They are in Greek culture group to represent their overhelming influence over the "less civilized" peoples.
I love Arvanites! They would in full get 4 or 5 provinces either as Albanians or as a separate culture, and even their own playable tag- the maritime republic of the island of Hydra ( also awsome name), that started the world famous Greek shipping buissness ( and many old shipping families are actualy Arvanites by origin rather than Greeks, who mostly came from Galaxidi in my Phoceia province )

Also, while listing the new tags, I forgot to mention Krk/Veglia, an independant Dalmatian island tag ruled by the House of Frankopan in 1444.

As you can see, it's still recognisable as EU4 Balkans, but with a few new tags and lot's of extra detail, especially seen in Greece with all the exclaves.
P.S. The brown in Bulgaria is not a province I forgot to colour - that's the Lovech tag. Probably the hardest possible start in the game!

Very interesting, but don't you think Lovech should be a revolt rather than a fully functioning independent state? Also, Saint Sava should probably start as a vassal of Aragon.

Very intriguing proposals put up here. I am mostly worried about the province size in for example Greece, what with all the Venetian exclaves in there. As Paradox to my knowledge does not allow for custom name placement on land that is not split into more than one landmass OR is surrounded by sea, it'd be very difficult getting this right. That said, it gives Venice very important naval force limit, as they in the current iteration have about as much as the Ottomans, whose navy in 1444 is barely even worth speaking of. As it currently stands, a lot of these suggestions will lead to the whole region basically having about 3 dev in all provinces except major ones that may end up with 5 just to signify this. It will definitely significantly buff the Balkan dev, but this is not necessarily bad in my opinion.

I also like the (minor) splitting done in Georgia as the Sukhumi province holds a number of important coastal cities with only one being represented. And I'm glad to see the Lovech tag! I remember seeing that mentioned by some German encyclopedia that researched Ottoman expansion in the Balkans, but never elaborated any more than that.

To add to all your suggestions, in Greece, the province of Thessalonica should be split into Macedonia (City: Veria) and Chalcidice (City: Thessaloniki) in my opinion. Chalcidice should contain Thessaloniki and Veria should be basically most of the northern and western part of the province. Veria produces grain to signify the rural areas, but Chalcidice gets gold as that is what was exploited during the time period. There should also be a modifier in Chalcidice relating to Mt. Athos, which was important to the Orthodox and was incredibly autonomous under Ottoman rule. This modifier grants tolerance of heathens to a Muslim ruler if the province is Orthodox, and missionary strength if the province is owned by an Orthodox country and the province is Orthodox.
