Background
As technology improved in the second half of the 21st century, humanity began to colonise the planets and satellites of the solar system in force. Predictably, this soon descended into a land grab by the larger factions of the solar system and the CEU was no exception. Whilst many factions used the apparatus of the state to claim new worlds, the CEU chose a different approach.

The first new ship from Standard Interplanetary Mining in several decades, Endeavour Pioneering Vessels were offered to civilian and citizen alike at cost price, with generous finance packages available. New laws were put in place, allowing civilians to earn a fast track to citizenship while citizens could claim any land for themselves. Very low taxes and tariffs would be levied on imports from new worlds for 20 years, giving a huge incentive to would be investors. Showing the same pioneering spirit and grit their forefathers had shown during the early exploitation of the main belt, huge numbers of Endeavours were sold to private individuals and small cooperatives who began to spread out across the solar system, settling wherever there was space and resources to exploit. These small settlements often found themselves at odds with the local populations and this soon led to friction with other factions, most notably the conflict on Europa, but also with others as far from Ceres as the Oort Cloud.
