He means how are people getting this in their game. You can download skins im pretty sure for weapons and replace in the game files the texture for the gun you want but im not 100% sure.

Ahh okay, didn't know that was possible. Is the concept similar to how some servers have the option to change weapon skins with "!ws" and "!knife"?
