.ini File Location

C:\Program Files (x86)\Steam\steamapps\workshop\content\268500\648410303\Config

Obviously, you may need to change the hard drive letter.

The location has changed with the latest release. It's now under

Documents\My Games\XCOM2\XComGame\Config\XComBlackmarketUsage_Settings.ini

Or, preferably, you can download Mod Config Menu to edit it in game!

Valid choices for the ShowSpoilers option are:

"Don't show" = only show items from your current research level
"Show" = show everything you have not researched/built yet
"Obfuscate" = obfuscate what will be shown by displaying unresearched tech/gear as '???'
