With MS Window Explorer go to XCOM SDK > XComGame > Localization > FRA folder then select the XComGame.fra file.

Copy it and paste it to the Localization folder of your Mod.

Then in Modbuddy right click on your Localization folder and Add Existing Item > XComGame.fra

Open XComGame.fra with Modbuddy and delete all the existing code lines (Ctrl A + Del). Then paste your translation and Save All. Then rebuild you mod.

You can do the same for the Spanish translation but using a XComGame.esn file instead.

I didn't actually tested it, since I'm too lazy to change my X-Com-2 language settings but normally it should work. You should try get some feedbacks from French / Spanish speaking players after your next update.

PS : Facepaint suggestions: a simple burned cork camo and some urban (grey/black) themed facepaints.

Ah, I know how to do the loc files, but I've never updated a mod before, so I want to test it on my other mod to avoid breaking it for this one (more than 10x more subs). I'll likely do it towards the end of this week though.

For your camo suggestions yes and yes to the burned cork, though simple 1 is similar, I feel like it could be its own full set of 5 perhaps.

As for urban, I was going to include that with the initial release, but I couldn't get anything satisfactory, or find a good example pic online. Really I'd like a visual reference, if people can find an example of something they would like and can link me to some pictures, I'd appreciate that.
