Clients need all that content so their game can render it.
Server actually only needs w_models(for collisions) and sounds to work.
You can put all the files on server and resource.add() them so ppl download 3+GB when connecting. Or pack all stuff up into "server content" addons, put it on workshop and keep track of the updates. Or, you know, setup MOTD telling people to do some mount config and come back again.
Since finding out that required content can be legally downloaded for free even if you dont own the games, I dont really see problem in requiring players to configure their games a little before joining a server.
