How would you taunt kill?
I would imagine engi uses the neck as a battering ram

It doesn't tauntkill. I don't think any taunt can tauntkill (except for the Rock, Paper, Scissors).
It would be pay2win if you have tauntkill advantages over other players who can't afford the taunt.

Only weapon taunts can tauntkill. Valve works very hard to avoid making its multiplayer games pay to win.
