Heres mine idea:
20% faster moving speed, 10% less damage, and when you get killed it ♥♥♥♥♥♥♥ KILLS EVREYONE. totally fair, I dont see how its not.
There is a downside, +25% Slower Spinup
+10% faster firing speed
Deals mini-crits vs wet players (Because it's a water themed minigun)
On Death when equipped: Weapon explodes damaging enemies around it (The bomb on the bottom of the gun.)
Cons:
User is marked for death when wet
-20% damage vs dry players
-10 ammo consumed per second when player is ignited
Shoots explosive rounds that explode only on contact with an enemy
+10% faster firing speed
Cons:
15% slower spin-up time
-20% damage penalty
Bullets hitting a surface shatter

Good plan
I would say kills will cause victims to explode and deal explosive damage to enemies close by.
Based on how long the gun has been spinning beforehand,
(expressed as a charge meter to decide how much damage is delt).
it would be a cool effect but will probably need some lower stats to accomadate that.

maybe the crit boost lasts for 5 seconds rather than 8 and boost the amount of dmg needed to about 600 instead for ballence, cause the mini gun up close can easily deal up to 45 or so dmg easily and rather rapidly. without boosts of any kind. so it would charge a little TOO fast.
+35% more over heal when being healed by a medic
+30% maximum health on wearer
when out of ammo explodes with 2x bigger radious than a rocket and does 25% more damage than a rocket.
best combined with my idea of the ancho-rage stats.
Shooting this gun for too long will overheat, causing the bomb to blow.
Any damage hit the bomb will make it explode.
No random crits.
Totally fair.
