Report a translation problem
Look at virtual memory usage during loading. It is shown on the loading screen. Is it much higher than your RAM capacity? For example, 16 virtual memory usage but 8 RAM capacity. If yes, then you are probably running out of memory. Increasing the paging file size might help then (Windows Control Panel).
Reinstalling the game does not help. You just get the same files back.
Removing unused assets is a good idea. Removing assets that are placed in your city can make things worse.
At this point it is time to take a look at output_log.txt. The problem could be running out of memory. But it could be a mod problem also.
