Simulation: (failed) on loading savegame
Trying to load my latest city which has a few mods enabled and suddenly began showing this message:
Simulation: (failed)
Argument is out of range.
Parameter name: index

Had no issues playing for the last few weeks.
I don't understand how to debug this issue using the output_log.

The simulation error comes from GameAreaManager when the save game is loaded. Usually
that means the problem has something to do with 81 Tiles. However, you are not using that mod. Did you have it enabled for this city? Once used in a save, that mod must not be disabled for the same city.

Errors from GameAreaManager are serious ones. If you have an older save, I recommend going back to it.
