For 16 GB RAM, I recommend keeping the virtual memory usage at 20 GB or below. You can use more if you want, but loading will become slow and at some point the game crashes.

Of course, I guess that size of the city (meaning number of used buldings, props, citizens...) has some impact too, but probably not so high (just text/number information for each one, including reference to the graphics, but not the graphics itself).
To summarize:
Virtual memory usage is how much memory the game wants.
RAM usage is how much memory the game gets (from the OS).
So, RAM usage is always lower than virtual memory usage, and also lower than your RAM capacity.
Well, I wonder if I find a way to lower my virtual to 20 or less with current 26 GB:-). Especially if after several attempts to reduce the amount of assets, I managed to reduce the number, but increased the used memory by half a gigabyte:-). It is bad if you remove few small props, but add a mod taking who knows how much... Poor world with so many choices:-).
(Even though my biggest problem now is CPU probably due to Real Time etc.)
