Report a translation problem
Best thing to do is to reach out to other mod authors and ask them to set items.
The issue arises in the fact that I can't make all three floors "foundations." I have them set as structure floors, but ark doesn't recognize that distinction.
I have done a great deal of mod testing over the last year, and know exactly what you are referring to.
Any chance you could drop him a line about it?
These are his mods in relation to this issue:
Ark Advance items do NOT place
Steampunk mod does NOT place
Mysterious Mysteries does NOT place

Unfortunately, this does not resolve the placement of vanilla ark items (like the chair.. maybe you could add one of your own?)
I would really love to see you be able to do more in the area of prebuilt structures, and not be limited to 1 floor.

Not a problem at all. I went ahead and changed that for the pedestals, braziers, furniture and decorative items that go on the floor for the next patch. I thought I had done that already a while back but only some things were already set that way.
