Stats
On backstab: Gain "carving fun"-meter by 3 kills
When activated, wearer gains speed and Overheal for 7 seconds
15% slower movement speed while cloaked
15% damage vulnerability while active

- Stat Idea -

Pros:

Upon a successful backstab: Gives detailed information about the victim's next position when respawned and about it's loadout
+30% more cloak on ammo pickups


Cons:

On death: Lose informations about the backstabbed victim
Backstab different victim: All informations disappear of the previous victim and provides information about the new one instead
+25% fire damage vulnerability on wearer


Info:

Backstab provides the next information to the user Spy when backstabing a specific victim:

Scout: Loadout and yellow marked player position only
Soldier: Loadout and yellow marked player position only
Pyro: Loadout and yellow marked player position only
Demoman: Loadout and yellow marked player position only
Heavy: Loadout and yellow marked player position only
Engineer: Loadout, yellow marked buildings and player positions
Medic: Loadout, current Ubercharge meter and yellow marked player position
Sniper: Loadout and yellow marked player position
Spy: Loadout, yellow marked player position whenever it's visible

The weapon does not provide info about enemy weapons which has a recharge meter.

- 10% cloak meter decrease when taking any damage
The wearer loses 25% cloak whenever he feigns his death

Further Info:

The downsides grants additional disadvantages for this weapon to use, so as you are not a professional it brings you death either way. Dead Ringer is not recommended, only in pretty long range where the enemy cannot hear your decloak sound as it takes shorter time for you to perform a forced decloak and takes more time to gain back the entire cloak meter to reactivate the Dead Ringer. The backstabs in this stats no longer provide with information about the loadouts.

Lets make this simple:

Pros:
After backstabbing a victim, you have an extra 3 seconds of disguise before being revealed

Cons:
-10% cloak time
Backstabbing a victim causes your spy to flicker, meaning he randomly becomes (X class you disguised as) and himself for the duration of the extra 3 seconds of disguise.

Now this is the ability what Spy players will never use in-game. The downside of this stat already shatters the meaning of the upside for a Spy would use it. You are visibly wielding this weapon for the enemy and they'll always know that you are a Spy.

I feel like your idea here would be to unbalanced for actual gameplay. Because being able to know where a person is exactly, and what they have equipped, giving you the perfect warning to avoid any player who might want vengeance, would not fair well in pubs or in competitive gameplay.

I feel like these should be the stats.

Pros:
+10% Cloak Time
Backstabs give special cloak charges that allow you to bump into enemies without it fizzling (spy becoming visible), up to a max of 3 charges which last for 3 seconds each.

Cons:
-25 health
-15% Movement speed

Open for judgement.
