Requirment
Do you need sonic 1 as well or do you need both sonic 1 & 2.

The game was built off of Sonic 2, so likely, Sonic 2 is the only game required. I'd reccomend getting both for ethics sake, though, as it does include assets from both games.

You need both, I don't think steam would let you, cuz it says you NEED both DLC
