You could perhaps include the fortress addon buildings, and scale them accordingly for balancing purposes. That way you could, for instance, make a province more military-oriented or more defense-oriented.
Plus, it would tie in very nicely with the Fortress Idea group, as it still states it unlocks those buildings.
I'm not sure if it's possible, but I'm wondering if buildings could become unavailbe? For instance, maybe you could make a SUPER expesive university like building called an Academy that's only availbible to build in Antiquity that gives half the bonus to development a universtiy does. THis way you only want to build them in well developed provinces because they are like three times more expensive than universities.
In that vien, universities should become availible much sooner, in the 12th or 13th century.
As a side note, my game won't let me upgrade buildings from the menu if the cost for the new building is exactly the same as the old one. I'd suggest adding a ten ducat surcharge to upgrade, simply so it can be done without having to upgrade amnulally and find all the provinces.
I wish there was a building you could build with the Health bar called Sewer System, simulating the Sanitation Revoluion. While this took off in the 19th century, the Romans shoed that sanitation engineering could have been pursued at virtually any time in the last 2000 years if only people had wanted it.
