Expect public versions to occur at every 10th version number. Once it reaches 0.20, it'll be made public.
No, it's just that the next version is one that's taking a massive amount of code to get going. I'm basically introducing an equipment system in the next update that revamps the way heroes and their weapons/armor interact with each other. It also lays the groundwork for getting in more Blacksmith upgrades available to research other types of equipment such as Helms, Armor, Gloves, Shields, etc. down the line as well as expanding enchantment options for current equipment beyond just giving more armor or damage, like increased Life Regeneration or Longer Attack Range.
I should have another progress report for all of that by the weekend.
