Predator Armor as Raw Material for EXO/Spider Suits
At first I liked this option thinking that EXO/Spider Suits were "upgrades" of the Predator Armor... but then I realized that Fireaxis seems to not make that assumption...

It seems that you can build EXO/Spider Suits even without having completed the Predator Armor Squad Upgrade (I remembered because I actually did on my Campaign)... In fact the "Plated Armor" Research project unlocks simultaneously EXO/Spider Suits Proving Ground Projects and Predator Armor Squad Upgrade suggesting that the 3 items (EXO, Spider and Predator) are all 3 upgrades from the base starting campaign armor (suggesting therefore that the first 2 are not an upgrade of the third)... the first two only costing 1 elerium core to be built upgrading a standard starting campaign armor.

What do you think... Spider/Exo come from Predator or not?

Well, if you researched Plated Armor, you would have to be insane to not buy Predator ASAP. No one is going to buy 6 EXO/spider suits instead of buying the armor upgrade.

So while it was not strictly required, I think it was assumed for balance.
Proving ground armor acts as an upgrade in practice, so requiring the armor keeps the balance similar. I think if you removed that you'd have to increase the cost to compensate.
(You can remove that req., actually, by removing the ModTech lines in the config)
