Empire of the Hand will not be submitted into the mod as the mod is only accepted Canon and Legacy symbols. That symbol, from my research, is a fan made symbol.

http://starwars.wikia.com/wiki/Seventh_Fleet: if you scroll to the bottom you can see Appearances. I hope this can help. It said it was Canon
